The Blowsion Surf Slam 2010

The world’s greatest Watercraft Freeriders and racers descended once again on Pacific City Oregon on September 9, 10, and 11, for this year’s top US PWC surf event which combines the second round of the IFWA Freeride World Championship Tour with the IJSBA Freeride World Cup and Motosurf Western Championship. Many residents from Devils Lake traveled to Tierra Del Mar Beach just north of Pacific City to enjoy the event. The Blowsion Surf Slam brought over 40 riders from around the world competing for a cash purse and points towards the IFWA World title and competing for the 2nd Annual IJSBA Freeride World Cup. Joining them were some of the best PWC racers in the world who displayed high speed turns through a grueling buoy course all while being challenged by the Pacific Coast’s always unpredictable waves.  Follow this link to see our gallery on event.

September DLWID Board Meeting Report

The Devils Lake Water Improvement District held its September board meeting in the District offices on Thursday, September 2nd, 2010.  The meeting was attended by approximately 10 interested parties.

Hot Topics.

Executive Session of the Board: The Board of Directors held an Executive Session preceding their regularly scheduled meeting.

Public Comment: Members of the public provided comments on several items. These included; concerns on the cost of the Erosion Study, suggestions that the District should remove the logs currently in the river, a request for an explanation on the current lake level management plan, and some discussion on the District’s comments with OWRD on the City water rights application.

Lake Level Update: The Board discussed the current lake level, it was reported that the lake has been manually dropped in the month of August by the Lake Contractor and will continue to be dropped through the month of September. This is being done in an effort to comply with the conditions of our permit that state that inflow and outflow must be equal during this time of the year.  The request for a waiver on the inflow/outflow requirement was discussed and it appears that the District has repeatedly contacted Water Resources via email, on the topic and has not hear back.  The Board advised that it remains the policy of the District to begin the season at 9.53′ and continue to balance in accordance with the permit.

Toledo Wooden Boat Show

The 2010 show celebrated the Port’s centennial year – and it was the best show yet!

The Sixth Annual Port of Toledo Wooden Boat Show was held August 20 – 22, 2010. The Port of Toledo Wooden Boat Show, held annually, is an old-fashioned, down-home style waterfront festival where everything is enjoyable and nothing much is fancy! It is as genuinely grassroots American as you can get. First held in 2005, the first Wooden Boat Show coincided with the City of Toledo’s Centennial Celebration.

August weather is fantastic for a boat show and the Wooden Boat Show showcases vintage and new wooden boats at Port Dock One! The finest boat builders in the Pacific Northwest come to exhibit their work and demonstrate their craft. Live music and food from various vendors along with events for the entire family make this a festival not to be missed. Local artisans line the walk to exhibit and sell their works and crafts.

This year there were two beautifully restored 16’ Calkins Craft at the show.  These boats were built throughout the 1950’s in Delake Oregon in a warehouse located on the East side of highway 101 directly across from Kylo’s restaurant. Both Calkins Craft owners claimed their boat spent considerable time on Devils Lake in its previous life. Lake Level Update

Gradual Drop Planned for September

This is the first year that the DLWID has defined a method to comply with the requirements of their water impoundment permit that will result in the lake level dropping by approximately .40” from August 1st through October 1st.  This month’s DLWID Manager report provides a description of what to expect.

The lake has been manually dropped in the month of August by the Lake Contractor and will continue to be dropped through the month of September. This is being done in an effort to comply with the conditions of our permit that state that inflow and outflow must be equal during this time of the year. Effectively no additional water can be impounded in August and September, and in fact a slight decline in the lake height needs to be afforded to account for evaporation. This decline is on the order of 2/3” a week in August and a ½” a week in September.

Boards have been removed in an attempt to mimic this changing lake level. This is certainly an imprecise method, but the lake does respond over time with the removal of additional boards. I have included a graph of the actual height of the water and what should theoretically be the height of the water based on the evaporation calculations. On October1st, the lake level can again be increased, hence the last point on the theoretic line jumps back to the maximum height allowed under our permit of 9.53’.

Attend the September DLWID Board Meeting

The Devils Lake Water Improvement District Board meeting will be held in its offices above Radio Shack Thursday September 2nd at 6:00pm.  There is an Executive Session planned from 5:30 to 6:00 before the regular meeting.  The best way to stay informed is for all lake front homeowners and interested parties to attend these important meetings.

There are many topics of importance to lake residents on this month’s agenda.  These discussions include; an update on the lake level and need to lower the lake levels through the month of September to comply with the requirements of the impoundments permit, plus efforts to install new lake staff gauges, a report on the availability of the Native Vegetation Guide, and an open discussion on modifications to the Devils Lake Plan. The board will discuss responses to the RFP for an erosion study and provide updates from the City on the Septic Tank Revitalization program as well as efforts to determine the source of Ecoli on Thompson Creek.  The Lake Manager will provide a report on progress relate to the Communications Plan and an update on the next phase of the Save Our Shorelines program to begin this fall.

Lincoln City’s recent adoption of an ordinance that allows the City to force areas within the urban growth boundary to agree to annexation in exchange for continued water supply has laid the foundations for bringing Roads End within the city limits.

Consisting of some 715 homes to the north of town, Roads End is at the top of the City’s annexation list.

Officials say the area benefits from City services without contributing to the general fund – a claim rejected by some residents and examined in last week’s edition of The News Guard.

This week, The News Guard looks at what annexation would mean for Roads End property owners in terms of additional tax and increased access to City services.

Battle brewing between Lincoln City and Roads End over old problem: who pays for what?

Five years ago, when Jerry and Barbara Woods bought their house in the Roads End neighborhood just north of Lincoln City, they found a letter in their mailbox from City Hall, and it wasn’t a welcome to the neighborhood.

Rather, the letter gave the Woodses a choice: agree to let the city annex Roads End or do without water and sewer service.

They signed. But they wouldn’t have, said Jerry Woods, “if there hadn’t been a gun to our heads.”

Roger Middleton got the same letter when he tried to change the name on his account to include his wife. He ignored the letter and left the name unchanged.

But in coming months, property owners in Roads End won’t have that option. The City Council in Lincoln City recently adopted an ordinance allowing the council to designate by resolution areas to be annexed. Next comes the resolution and after that the letters, saying in short, agree to annexation or no water and sewer for you.

Roads End residents say it’s blackmail, coercion, bullying.

Lincoln City says it’s only fair.

What’s certain is that it’s the latest example of a small town trying to broaden its tax base to cover city services while residents outside city limits fight to maintain their independence.

Cavalier Club Gathers on Devils Lake

The Dog Days of Summer Greet Club Members

Nearly thirty members of the Oregon Trail Cavalier King Charles Spaniel Club were hosted by Jack and Mary Graff on the shores of Devils Lake.  Guests in attendance came from as far away as Seattle Washington and Peterborough, Cambridgeshire in the United Kingdom.  Dogs outnumbered humans and a good time was had by all on what turned out to be a beautiful day on the lake.

The Cavalier King Charles Spaniel is a small breed of Spaniel-type dog, and is classed as a Toy dog by most Kennel Clubs. It is one of the most popular breeds in the United Kingdom. Since 2000, it has been growing in popularity in the United States. It is a smaller breed of Spaniel, and Cavalier adults are often the same size as adolescent dogs of other spaniel breeds. It has a silky coat and commonly an undocked tail. The breed standard recognizes four colours (Blenheim, Tricolour [black/white/tan], Black and Tan, and Ruby). The breed is generally friendly, affectionate and good with both children and other animals.

End of a long road?

Lincoln City approves ordinance to expedite annexation process

Whether it marked the end of the beginning or the beginning of the end depended on one’s viewpoint at Monday night’s Lincoln City Council session.

With very little discussion, council members unanimously approved an ordinance that would require property owners outside the city limits but within the city’s Urban Growth Boundary to sign consents to annex as a condition of receiving ongoing city water service.

The low-key approach to the high-tension decision contrasted sharply with the measured session-opening protest from a group of about 20 property owners from the Roads End development. They showed up to speak against the ordinance in another chapter of a story dating back to at least 1978.

During the council’s July 26 session, when the ordinance was first introduced, City Manager David Hawker said Roads End topped the city’s list of sites for potential annexation, and outlined the reasons, including the cost of providing water and sewer service to Roads End, which has 715 of the 1,240 properties outside the city that receive those services.

Roads End residents took exception to many of Hawker’s assertions and offered rebuttals Monday night.

Water Rights Countdown Begins

Comments Due by September 09, 2010

Notice of Lincoln City’s application for a change in the Point of Diversion (P.O.D.) of their existing Rock Creek water right appeared today in the Oregon Water Resources Department Weekly Notice.

The thirty-day clock has begun for public comment on the City’s transfer application. Any person may comment on a transfer application. Comments must be submitted by September 09, 2010. Any person who provides comments within the comment period will receive a copy of the formal Oregon Water Resources Department (OWRD) preliminary determination of whether the application should be approved or rejected, and will be provided an opportunity to protest the application and preliminary determination at that time.

The proper place to express your opinion on this proposal is during the OWRD application process.  Please see “How to Participate in a Water Rights Proceeding” for a detailed description of the process including how and where to file comments.  Links to related ORWD Documents are below as well as a summary of the application.
