Attend DLNA General Meeting

General-Meeting-10182015We have scheduled a General Meeting of the Devils Lake Neighborhood Association (DLNA) which will be held at 1:30pm, on Sunday, October 18, 2015, at the Driftwood Public Library located at 801 SE Hwy 101, Lincoln City, OR 97367.

Come join us and your neighbors for the following purposes:

A brief presentation on the formation of the DLNA.

  1. Open forum to allow neighbors to set the agenda for the DLNA.
  2. Presentation on Draft Sewer Plan
  3. Conclude DLNA Director elections
  4. Mix it up with your neighbors

Severe Event Training Scheduled

Taft Fire Station – October 10, 2015, 10 a.m.

SET

Devil’s Lake residents and surrounding neighbors: A Severe Event Training (SET) has been scheduled for October 10, 2015, 10 a.m. at the Taft Fire Station. Jim Kusz, District Captain of North Lincoln Fire and Rescue will present an in-depth 60-90 minute presentation to assist us in planning for what mother nature may have in store for us in our future.

SET was developed to assist the general public in case of severe events such as storms, wild fires, floods, earthquakes or tsunamis. Join your lakefront and surrounding area neighbors on October 10th. Begin to address the issue by starting the conversation and organizing a neighborhood plan to survive one of these major events.

Time for that Dam Decision

The Devils Lake Water Improvement District will hold a Public Hearing as part of its April 9, 2015 meeting. The meeting will start at 6pm and will be held at Lincoln City Council Chambers, 801 SW Hwy 101, 3rd Floor, Lincoln City, Oregon 97367.

fish_out_of_water“The purpose of the Devils Lake Water Improvement District public hearing will be for the board to take public input on the potential replacement of the impoundment structure otherwise known as the dam and the overall managed use and/or continuance of the District’s Water Right Certificate 69267, Permit to Appropriate the Public Waters #52672, and Permit to Store the Public Waters #R-11968.”

The Association has been informed that representatives from the District participated in a pre-application meeting to discuss the regulatory requirements of such a project.  Representative from the Department of State Lands, NOAA, DEQ, the National Forest Service, and the EPA were in attendance.

We might be able to support a well thought out improvement to the current dam, one that has been publicly vetted, is professionally engineered, has been reviewed by the required State and Federal agencies and has received all required permits.  That is not what we have here. This board feels it can remove the existing structure prior to receiving approvals to install a replacement.  There is a high potential that a replacement structure could see long delays while attempting to receive the required approvals, or it could be denied outright.  In fact, this year the District has placed their water right at risk; by not fully impounding the lake the past four seasons, all it takes is a few months delay and they will lose their water right forever.

From the highlight above you can see that this may be their intent all along, hence the phase “or continuance” in the quote from the March staff report.

How important is this meeting? We also know from past experience this board will likely take action at this meeting.  Action which could have dire consequences on summertime recreation on Devils Lake forever.

Please put this important meeting on your calendar.  We need you to attend and send a message to this board.  We have had as many as 140 at a meeting we need 280 or more.  Don’t leave spouses, family or friends behind.  Come fill the room and overflow into the hallway! Force a second public hearing and make them think twice. Buy us some time. I know we keep asking but we really need your help. Come one, Come all.

Attend DLWID March Board Meeting

Special Date – March 5th, 2015 6:00pm

The Devils Lake Water Improvement District Board meeting will be held a week early on Thursday March 5th at 6:00pm. The meeting will be held in the City Hall Council Chambers, which are located on the third floor of City Hall. We need you, the homeowners, to attend once again to make it clear to the DLWID Board that the District needs to involve the community in their decision making process.

The Board’s agenda continues to consider the replacement of the water impoundment devices (the dam) this month.  They had directed the Lake Manager to hire a consultant to gather supporting data for dam removal to present at a future public hearing. (see related article)

The Devils Lake Water Improvement District Board meeting will be held on Thursday October 2nd at 6:00pm. The meeting will be held in the City Hall Council Chambers, which are located on the third floor of City Hall. 

The Devils Lake Water Improvement District now holds its regularly scheduled Board meetings on the second Thursday of every month.  The agenda for this month’s meeting on Thursday March 14th at 6:00pm, contains several important topics.

If you cannot attend this month’s meeting; it will appear on Channel 4 for all Charter customers. You can check the Channel 4 Schedule for airing times. You may also now watch the meeting streamed lived, see the related article above. The best way to stay informed is for all lakefront homeowners and interested parties to attend these important meetings.

Attend August DLWID Meeting

Board Meets August 14th, 2014 6:00pm

The Devils Lake Water Improvement District Board meeting will be held on Thursday August 14th at 6:00pm. The meeting will be held in the City Hall Council Chambers, which are located on the third floor of City Hall.

The Devils Lake Water Improvement District now holds its regularly scheduled Board meetings on the second Thursday of every month.  The agenda for this month’s meeting on Thursday March 14th at 6:00pm, contains several important topics.  During the meeting will be a discussion related to the Lake Manager’s desire to advocate for growth restrictions around the lake as part of the drafting of a Urban Growth Management Agreement between the County and the City.

The other main topic of discussion this month will be the award of the Monitoring and Modeling RFP which is a project that seeks to create a watershed model for use in evaluating lake management strategies. The report from this project is due on October 15th 2015. Several other items will be discussed as outlined in the Staff Report. The Water District makes several other important decisions regarding the lake every month and you are encouraged to attend.

Help Save Devils Lake

The Devils Lake Water Improvement District (DLWID) Board meeting will be held on Thursday June 12th at 6:00pm. The meeting will be held in the City Hall Council Chambers, which are located on the third floor of City Hall  (801 SW Hwy 101, Lincoln City). The Devils Lake Water Improvement District is the governing body which oversees Devils Lake in Lincoln City.  The DLWID Board committed in their May meeting to make a precedent setting decision during this meeting that will impact may boaters on Devils Lake for years to come. Your presence does make a difference.  Please come and help save Devils Lake!

The Devils Lake Water Improvement District Manager’s current recommendation is to commission a study on the permanent removal of the seasonal dam at the mouth of the D River which was designed to provide safe boating water levels in Devils Lake.  If implemented, this plan will result in a summer lake level that will severely impact boating and recreational activities.   This proposal is part of an intentional effort by the DLWID Manager to accomplish what he has coined, “natural hydrology”.  Two summers ago, he convinced the DLWID board to lower the lake six inches which started a five year clock toward the forfeiture of the Districts right to operate the dam; we have just two and a half years to resolve this issue. In concert with his plan to remove the dam, the DLWID Manager has recently been advocating for his participation in developing restrictions on how you can use property surrounding Devils Lake. Should these plans be implemented the entire shoreline would be put in jeopardy and Devils Lake would be put on course toward becoming a meadow! Continue reading

Attend May DLWID Meeting

Board Meets May 8th, 2014 6:00pm

The Devils Lake Water Improvement District Board meeting will be held on Thursday May 8th at 6:00pm. The meeting will be held in the City Hall Council Chambers, which are located on the third floor of City Hall. Your presence does make a difference.  Please be there!

The District Manager’s current recommendation is to keep lake level down at 9.0’ and commission a study on the permanent removal of the dam which could result in a summer lake level a foot lower than you’ve ever seen before.  Our conversations with the Board members indicate they still have an open mind on the issue.  We need you to attend and bring five concerned friends or neighbors to help impress upon the DLWID Board that the only choice is to listen to their constituents and raise the lake to 9.53’ this summer. The Devils Lake Neighborhood Association has presented a plan to the DLWID Board which is designed to bring the community back together and accomplish great things for the lake.

I want to thank everybody who came to the April board meeting as well as the lake workshop the following weekend.  For those of you attending the workshop you may have left believing there was a very high likelihood of the board reversing its current policy resulting in a summertime lake level of 9.53 feet.  That conclusion would have been reached based on the presentation of the District’s subject matter expert, Mr. Joe Eilers of Max Depths Aquatics who when asked by a DLWID Board member if a change in 6 inches of lake elevation from 9.0 last summer to the 9.53 impoundment right, would have a measurable impact on erosion, wetlands or algae blooms, answered “no”. Devils Lake Workshop

IMG_0152Around 140 interested parties attended the Devils Lake Water Improvement Association meeting last week.  Included in the mix was Mayor Dick Anderson and most of the Lincoln City Council members.  Lake condition and lake level dominated the discussion with nearly 40 testifying during the night.  In the end there were no decisions made by the DLWID board other than to begin the water quality testing for the year as requested by the Devils Lake Neighborhood Association in the March meeting.  David Skirvin called for the District to hold a workshop to discuss the extraordinary conditions that are now occurring on the lake.

Once again we need your help to appear at the upcoming workshop on Devils Lake and Harmful Algal Blooms and an update on the water quality.  Yes we know it’s both Easter weekend as well as the Great City Wide Garage Sale but, we did not pick the day.  Please help us express our concerns and attend the workshop: Saturday April 19, 2014 from 10 am to 12 pm at Oregon Coast Community College, 3788 SE High School Drive, Lincoln City, Oregon.
