January DLWID Board Meeting Report

The Devils Lake Water Improvement District Board meeting was on Thursday January 10th at 6:00pm and was held in the City Hall Council Chambers located on the third floor of City Hall. The full meeting is now available online at this streaming video link.

Public Comment: There were 2 interested parties in attendance. There were no comments made by those in attendance.

Septic Ordinance: There was a report given on the Septic Tank Revitalization Program.  Several issues have been resolved; to date a septic ordinance is yet to be drafted.  The City has expressed interest in a limited launch to the program that would begin within City limits.  They have jurisdiction and the infrastructure to begin in this limited fashion.  District staff suggested that DLWID could draft its own ordinance to establish the program outside the City.  While not eliminated as an option the board did not authorize working toward the creation of a District ordinance.

Save Our Shoreline: There was nothing to report on this program.

Vegetation Management: The District’s contractor Max Depths has completed the application to allow the placement of additional grass carp when required.  The Board has reviewed the document and passed a motion 5-0 to forward the application to the Oregon Department of Fish and Wildlife.

Sewer: Brian Green reported that the City Council will be holding a Public Hearing on the Voyage Local Improvement District, Jan 28, 2013 as part of their regular meeting.  The engineer’s report was released at the City Councils November 26, 2012 meeting, and can be found at http://www.dlwid.org/Projects/Sewer/Voyage_LID.pdf.

Communications: The District recently announced that their regularly scheduled Board meetings will now be available for viewing live over the internet. To view this month’s meeting live online, you could visit LincolnCity.org or follow this link, on Thursday January 10th at 6:00pm.  Indeed, it works as that is how I watched this month’s meeting because I was out of town. The video of the meeting will be available at the same link, for on demand viewing at anytime in the future.  Statistics were shared related to visits to the dlwid.org website.

MidCoastTMDL: The Department of Environmental Quality (DEQ) continues the planning process for developing a Total Maximum Daily Load (TMDL) for 303(d) listed waterbodies in the Oregon Mid-Coast Basin. Representatives from the Department of Environmental Quality and the Oregon Department of Agriculture have been invited to the February 14th DLWID board meeting to make a presentation on the process.

East Devils Lake Road: Lincoln County has completed their report on East Devils Lake Road.  A copy of this was placed on District’s project web page at this link.   The initial study estimated repairs that ranged from $13 to $30 million.  Upon further review a $4 million alternative fix has been identified would raise the road approximately 3 feet above existing ground and replace the two existing structures with 60-foot-long, single-span bridges. The bridges would be supported on piling driven to bedrock to eliminate settlement. Road conditions continue to be poor as heavy rains continue to keep the roadway underwater.

Creation of 2013 Goals: The board discussed prospective goals of the District.  Goals were based on those shown in this month’s staff report. In the end all of the 2012 goals remain with minor modification with the addition of two new goals.   The 2013 goals were approved by motion and a 5-0 vote as follows.

  1. Develop and implement a strategy for aquatic vegetation management and control.
  2. Forward the septic tank revitalization program by passing a mandatory inspection ordinance.
  3. Implement new technology for sewering the lake through the LID process.
  4. Increase District’s time spent on the lake to promote communication to stakeholders.
  5. Determine and control the sources of E. coli on Thompson Creek and the D River.
  6. Promote Devils Lake as a recreational opportunity.
  7. Continue efforts to protect and rehabilitate the shoreline vegetation.

Budget Officer:  The board appointed the lake manager as the 2013-2014 budget officer by a 5-0 vote.

Summer Intern: The board approved by a 5-0 vote to continue the  paid internship program with authorization up to $10,000 total cost to the District, inclusive of taxes and unemployment insurance for the coming summer.

Non Agenda Items:  Staff suggested that the board attend a session at the Special Districts Association of Oregon on February 7th.  A motion was made to authorize $2,000 for this purpose.
